Sovereign Representation

Hills Stern lawyers have represented public and quasi-public sector entities on the development and deployment of infrastructure policies. We have advised governments and international development institutions on the regulatory and contract issues related to private-sector development, public-private partnerships, and privatization, including the divestiture of public enterprises, leasing of public assets, and management and outsourcing contracts, and related public tenders and legislation. As part of our sovereign representations, we have assisted governments and government agencies or state-owned enterprises in the RFP process by evaluating their procedures and, as necessary, helping to apply best practices to both contract design and administration.
