Ronald Jonkers has over 30 years’ experience in corporate law and cross border finance as a lawyer, banker, and principal, including 11 years with Overseas Private Investment Corporation (OPIC). He has had wide country exposure, including significant work the former CIS, the Middel East, and India; broad sector exposure, including natural resource development, telecommunications, power, manufacturing, distribution, real estate development, and technology; and extensive experience with project finance, project restructurings, political risk insurance and claim evaluation, host government negotiations, bilateral and international financial organizations, and economic development.

Mr. Jonkers has particular expertise in investment matters and negotiations pertaining to emerging markets oil and gas and other extractive industries, project finance involving official or multilateral investment support, political and legal risk assessment and mitigation, expropriation claims management, and sovereign advisory/host government relations. Recent assignments include advising the Iraqi federal government and representatives of the Kurdish Region in respect of structuring modern hydrocarbon legal regime and related revenue sharing regime, including close coordination with constitutional review process; acting as a consultant to the United Nations on energy and power issues in the Middle East; and advising the U.S. Department of State on the Iraqi hydrocarbons law and revenue sharing negotiations. Mr. Jonkers also played a leading role in developing the political risk analysis, underwriting and contract used in the BTC Pipeline Project, and acted the de facto chair of the 25-bank creditor group in respect of the 2200 mw, $3 billion Dabhol Power Project (India) restructuring.

Prior to HSM, Mr. Jonkers was Counsel with Clifford Chance in its global projects and energy practice; an Assistant General Counsel at OPIC; a partner with Hazel & Thomas (now Reed Smith); a principal in a leveraged buy-out group; and a vice president in the capital markets group of a large bank.

Mr. Jonkers is a member of the District of Columbia bar and the California bar. He received a B.A. (“With Distinction”) from Stanford University, and a J.D from Hastings College of the Law

(University of California). While a banker, Mr. Jonkers was selected for and completed a specialized MBA-equivalent program in corporate finance offered by UCLA. He has also been a guest lecturer at Georgetown University Business School.
